The new Horizon Europe work programmes for the 2023-2024 period were adopted at the end of last year. This current programmes included some new features to strengthen both the application and evaluation processes. Blind evaluations in the first stage of all two-stage applications is one of these new features. Proposals submitted in the second stage will be evaluated as before.
The idea to include blind evaluations in the Horizon Europe project evaluation process was conceived to avoid any real or perceived effect of reputational bias that could subvert the awarding decision. Blind evaluations, in which expert evaluators do not know the identities of project participants, ensure that project proposals are evaluated solely based on their excellence.
